The statement was given by ambassador Quintana, permanent representative of Colombia in Geneva and was signed by the following member states: Argentina, Bolivia, Burkina Faso, Colombia, Equatorial Guinea, Germany, Greece, Guatemala, Hungary, Ireland, Liechtenstein, Norway, Panama, Switzerland, Timor-Leste, Uruguay.
The Global Commission on Drug Policy has been involved in the drafting and the source of bringing the debate on drugs to Geneva.
